The correct questions would be ¿Qué tal está la comida? ¿Qué tal está el libro?, you need the verb "estar" to complete the question otherwise is not a question/sentence.

¿Qué tal ? Is used to ask how you are in Mexico. plain like that
so would ¿Qué tal la comida ? be more clear this does not have a verb.
